Help with Zone tile modding.

So, What I really want to do is make a mod that adds new stage layouts, and new tiles into the game, essentially making new zones over the old ones. I downloaded SonLVL, and I know a bit about how to make new level arrangements, but I don't know how to make the tiles and palettes I change in SoniLVL carry over into Sonic3 AIR. I know how to import new tiles INTO SonLVL, I just don't know how to make the new palettes and tiles appear in Sonic3 AIR. I cannot find any tutorials on game Banana or YouTube on how to change color palette/tiles, and I'm running out of options.
If anyone could teach me this skill, or recommend someone who CAN, I would be INCREDIBLY grateful to you!
