Me? Well, I'd say Sonic 4. Normally I would say Sonic 06 or Sonic Forces easily, but I haven't played either of those games, and probably for good reason. I've heard people talk about how Secret Rings is the worst in the series, but I think it's a solid game. Secret Rings was the very first Sonic game I ever played, way back in 2012 or 2013 (I was seven years old at that point, I'm 16 now.), and the game that got me into the series. Because of that, it holds a special place in my heart.
Sonic 4, on the other hand, is a game I have played, and I regret playing it. I've played both episodes, and I can say while Episode 2 is better, both of them are bad. In Episode 1's case, the physics are absolute dogwater, stages are lame and unoriginal with only four of them, the Special Stages managed to be worse than Sonic 1's, the bosses are also unoriginal, and the music, for the first time in the series (in a console game, Chronicles doesn't count), the music is terrible.
Episode 2 kinda resolved these problems, but brought more problems with it. Tails can't fly Sonic for very long, the Metal Sonic fights are garbage (the one in Sky Fortress especially), four zones with lack of originality again, the Special Stages are worse than Sonic 2's, and the tag team sections, despite being a creative idea, are way too frequent and annoying. Do I need to say more about these games? Too bad, more insults.
Episode 1 in particular is a great white lie, because SEGA stated it would be a return to the classics, and obviously it wasn't. First off, instead of using the actual Classic Sonic, they used Modern Sonic, secondly, they used the Homing Attack, which had no business in a game like that, and lastly, the graphics weren't even scaled down to 16-bit! What more do I need to say? Really?

I've not played any of the easy target games like Game.com Sonic Jam or Sonic '06 (although the latter seems more like a "so bad it's good" kind of experience) so I can't really say about them. Therefore, I'll have to go with Sonic 4 Episode 1 because it's the only entirely negative experience I've had with Sonic. It's the only Sonic game I found to be actively boring.
I did make a bet in a comments section once that if F-Zero gets a revival then I'll force myself to play Sonic Blast without save states (which is honestly something I would do anyway). F-Zero obviously remains dead, but I honestly might inflict it upon myself in order to see how it compares to Sonic 4. What could pawsibly go wrong?

Sonic Jam on the Game.com. While I haven't played it, what I've seen of it looks pretty bad.

Sonic Jam (game.com), Sonic Forces, Sonic 1 GBA (Sonic Genesis), Sonic: The Dark Brotherhood, Sonic 4: Ep 1! If had the options to look like Eggman without his mustache, which makes him look like Gru, or play Sonic 4 and 100% complete, I would pick the first one. Of all these games though, I think Sonic Jam for the game.com is the worst one. Honestly, who would a mess of a game in black and white!
